Preheat oven to 370°F.

Fry the bacon in a large skillet until crispy. Remove and crumble. Set aside.

Steam the cauliflower and broccoli florets until tender, about 15 to 20 minutes.

Combine the sour cream, mayonnaise, heavy cream, and black pepper in a large bowl. Add the steamed cauliflower and broccoli, half of the crumbled bacon, 1 cup of sharp cheddar cheese, and 3 tablespoons of chives. Mix well.

Transfer the mixture to a baking dish sprayed with cooking spray. Top with the colby and monterey jack cheese and the remaining half of the crumbled bacon.

Cover the dish with foil and bake for 20 minutes. Remove the foil and bake for an additional 5-10 minutes or until the cheese is bubbly and begins to brown.

Garnish with the remaining 3 tablespoons of chopped chives. Serve immediately.
