In a skillet, cook ground beef, garlic, and onion powder over medium-high heat until browned, about 5–7 minutes. Drain grease and transfer to a 9×13-inch casserole dish.

Stir in cooked bacon and spread evenly in the dish.

In a bowl, whisk eggs, heavy cream, salt, pepper, and 3/4 of the shredded cheese. Pour over the meat mixture.
